About Emily
Emily is a federal employment law attorney based out of Southern California. She has over 14 years of experience as an attorney and human resources professional with various federal government agencies. Emily has a passion for public service, and she has turned that passion into advocacy.
Emily began her federal career in 2010 as a Presidential Management Fellow with the U.S. Agency for Global Media (formerly the Broadcasting Board of Governors) in Washington, D.C. After completing her fellowship, Emily joined the agency's Office of General Counsel in Labor and Employment litigation where she was responsible for providing advice and guidance to the agency's human resources and security offices and serving as agency representative on actions before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), and the Federal Labor Relations Authority (FLRA).
In 2015, Emily relocated to Southern California and joined the Department of the Navy as a human resources professional. She spent over eight years as the Employee Relations Program Manager for a large Navy command, overseeing disciplinary and adverse actions, grievances, administrative investigations, performance management, leave administration, hours of work, telework, remote work, and civilian awards. In this role, Emily drafted or reviewed over 300 disciplinary and adverse actions. From 2024 to 2026, Emily served as the Director of Civilian Human Resources for the same Navy command, providing advice and guidance to senior leadership on a full range of civilian personnel issues.
Emily has been repeatedly recognized as a leader in the federal human resources community. She was awarded the Department of the Navy Human Resources and Equal Employment Opportunity Community Award for Technical Excellence in Employee Relations in 2019, a Department of the Navy Meritorious Civilian Service Award in 2023, and a Department of the Navy Superior Civilian Service Award in 2026. Emily uses the technical excellence she gained during her federal career to advocate for and educate her clients.
Emily graduated from the University of Georgia School of Law in 2010 (Cum Laude) and graduated from the University of Georgia with an A.B.J. in Newspapers and a B.A. in Political Science in 2005 (Magna Cum Laude with Honors). She is an active member of the Georgia and California State Bars.
Outside the office, Emily enjoys spending time with her husband and two daughters and they can usually be found on the beach. Emily is also a voracious reader and an amateur fiber artist (crochet and knit!)
